This bulletin is the inaugural publication in a series by the Institute of National Language (INL), a Philippine government agency established to encourage research into the nation's diverse linguistic landscape and develop the national language. Authored by Cecilio Lopez, the INL's Secretary and Executive Officer, and published in 1939, it abstracts and analyzes Professor Otto Dempwolff's three-volume German work, Vergleichende Lautlehre des Austronesischen Wortschatzes. The paper served two primary purposes: to honor the recently deceased Dempwolff, a leading authority on Austronesian languages, and to make his seminal research accessible to a broader, non-German-speaking audience. Dempwolff's work provided a key methodological and lexical foundation for the INL's own linguistic studies, specifically the Preliminary Studies on the Lexicography of Philippine Languages. As the very first bulletin, this document represents a foundational moment for Philippine linguistic scholarship under the auspices of the newly established Institute.
