Endorsement regarding discipline and control of detachments (LTS ELMAN and CONCEPCION)

About this record

This document comprises an initial complaint and a subsequent official indorsement, both relating to the organization and discipline within the 73rd Provisional Division (73rd PROV) of the Filipino guerrilla forces during World War II. The original letter, dated 4 September 1944 from Captain C. Llera, is a raw assessment of two detachments under Lieutenants Elman and Concepcion, whom Llera describes as "lousy" with "no discipline at all." He complains that they are "malingerers" who are useless, consuming supplies without contributing, and only escorting laborers of Companies CRA, COMBAT CO, and H CO. The 1st Indorsement, dated 12 September 1944 from the 73rd PROV HQ in Bunker Hill, addresses the complaint. Signed by 1st Lieutenant Ildefonso A. Ada (Assistant G-3) by order of Major Galvez, the indorsement confirms that the detachments are no longer part of their respective organizations for tactical operations but are now under the direct control of Captain Sarosa. The order declares that "orders emanating from the latter be heartily obeyed" and instructs Captains Sarosa and Llera to coordinate with the respective units. This exchange is highly relevant as it offers a candid look into the administrative and disciplinary challenges faced by the burgeoning Filipino resistance army just weeks before the pivotal Leyte landing. It highlights the difficulty in maintaining strict military discipline, efficiency, and command structure among scattered guerrilla units operating under austere conditions. The document is a primary source illustrating internal command tensions and the necessary steps taken to consolidate control and improve combat effectiveness within the resistance movement against the Japanese occupation.
