This volume, published in 1928, is the second of a two-volume historical work on the Philippines authored by W. Cameron Forbes, an American investment banker and diplomat. Forbes held a powerful position during the American colonial era, serving as Commissioner of Commerce and Police (1904–1908), Vice Governor (1908–1909), and eventually Governor-General of the Philippines (1909–1913). The book is a crucial primary source, compiled from his extensive preservation of significant documents, clippings, journals, and correspondence over his nearly ten years of service. It provides a detailed, pro-American colonial perspective on the history, government, and economic development of the archipelago. Furthermore, Forbes was a member of the 1921 Wood–Forbes Mission, which famously concluded that Filipinos were not yet ready for independence.
